A utility crew was shoulder deep on a utility project in the middle of Gay Street at Morgan (between Bridge Street and Route 23) Thursday morning.
The road is down to one lane and flagged are directing traffic. Expect some minor delays through the midday hours or take another route between Bridge Street and Phoenixville Hospital.
