Who has Authority over Guantanamo. ?

Protesters rally outside the MI6 HQ in London to call for Shaker Aamer's release from Guantanamo. He is the last British resident imprisoned in the notorious detention facility and has spent more than 11 years there without charge. Recently Shaker said that he suffers from regular assaults, including those of a sexual nature, from the guards.


I don't understand

 WHO HAS MORE AUTHORITY ??

Pres Bush cleared him for release 2007

Pres Obama cleared him for release 2009

BUT HE'S NOT BEING RELEASED. WHO HAS THE POWER TO OVER RIDE 2 PRESIDENTS???
