borough trees

the borough owns my 60 yr. old oak tree on my front yard. it is so overgrown and needs to be cut down. when I moved to this house an 1996, I was told the borough would trim the tree if I requested. I did request a trim and within 3 weeks, someone came out and trimmed it very well. now, with all this new revenue, they have no money to cut down the tree, but I have to get their permission to trim/cut it down. I can not afford to have this done. the tree is very overgrown, my neighbors complain about the leaves, seedlings in spring, it is tearing up sidewalk and probably the roots are growing around the main sewer drain in front yard. yet they are planting new little trees around town. WHAT HAPPENED TO THE IDEA THAT ALL THE "NEW PHOENIXVILLE" WILL BRING MORE TAX REVENUE. WHY CAN'T THEY CUT DOWN THE DAMN TREE?????
