Outgoing PPD Officer Goggin Earns High Praise from County DA

Goggin is joining the Chester County Detectives after over 20 years with the Phoenixville Police Department.

Tom Goggin, who is leaving the Phoenixville Police Department to become a Chester County Detective after over twenty years of distinguished service to the borough, earned high praise from his new bosses at his swearing in ceremony last week, The Phoenix is reporting.

“Jim Ciliberto and Tom Goggin are experienced, aggressive, and dedicated investigators,” said DA Thomas Hogan in a press release that was sent to some media outlets prior to the swearing in.

“They have worked with and earned the respect of law enforcement throughout Pennsylvania. The Chester County Detectives are continuing to add to their already strong ranks.”

Hogan said that there were many applicants for the two open positions, but Goggin and Ciliberto, who joined the unit from the Pennsylvania State Troopers, stood out above the rest.

“I know both of you have tremendous high character and strong qualifications,” he added.
