A nor'easter walloped Phoenixville and Chester County early Thursday as cars hit gridlock on area roads, local schools were closed and 15 inches fell on Downingtown.

Salt was spread and road crews labored through the day on the Route 422, the Pennsylvania Turnpike, I-76 and other highways.
